You can always do what I did. There's a program called netlimiter (I think that's the name) that you can use to limit how much internet a program or even a whole computer can use. The downside is that it has to go on the computer that you want to limit so if someone knows about it they can just turn it off. I put it on the computers in my house and told my parents that it was to evenly distribute the bandwidth so that one person couldn't be selfish and use all of it leaving none for other people.
I've forgotten about that. :O I don't know how I'll manage to do that in time. My sister's computer has a password on it and she barely leaves her computer other than for 1) sleep and 2) getting up to get a drink >.>

On topic:

The internet at my house was 130Kb/s down and 50Kb/s up but our ISP switched us to a different plan so now we have a max of 700Kb/s down and 100Kb/s up but its not always at peak speeds. I also switched phone carriers because my boss was able to get me a really good deal. I had a moto x and I was on the sprint network paying $46 a month for unlimited talk text and 5GB of 4G data (unlimited but throttled after 5GB). To get the moto x 2nd gen with that carrier would have cost me $450. My boss gets 80% off of AT&T plus a $100 phone credit. I got the moto x 2nd gen on her plan and I basically just had to pay the $46 activation fee and in addition I'm only paying about $43 a month now for unlimited talk text and 10GB of data that I share with my boss on her plan.

On sprints 4G network with my old phone I got a max of 15.28Mb/s down and 8.18Mb/s up. Here's what it looks like with my new phone on AT&T's 4G LTE network.

I'm going to resort to using Netlimiter. I've been getting my ping jumping from over 300 to 3000 at some points. On average I get about 150 ping q.q I get kicked off of most halo servers after a couple of minutes, making gameplay unbearable, and cs source servers kick me right off the bat.

It's been close to 6 months with this issue thanks to her and I even gave her my own computer but she keeps bringing the same issues back to the internet. The only time I can actually play video games is when she's asleep (from 4 A.M. to about 12 P.M. ) ._. I have like 3 hours of actual good playing time, usually in the morning.

Can you give me some help on how to actually limit her bandwidth all together on her computer? d:

The downside to using net limiter, as Will and I found out, is that it does you no good if you have crappy internet to start with, because you'll be sitting there trying to find out why you can't even load a single web page, like I found myself doing 100% of the time.
