I think a few of us are going to try and make maps in Insurgency, here's where we should try and help each other out with hints and help and stuff
To start this off I'm going to post the link to a helpful youtube video I found

Even then the first step (putting down a block) is kinda frustrating
make sure that if you're trying to put down a texture you click (on the tabs) view, 3D textured Polygons, otherwise when you go to place a texture you wont see anything but the wireframe,
I'd also recommend making your map and then making the skybox last, so you dont need to re-do and expand the skybox if you decide you need more room.
