Well, Sergeants and up are Admins on the halo servers and monitor them. The Generals are the clan leaders and new members to the clan are privates.

So it was you lol, (*edit I wonder if you can use a graphic editing software to change the 0 with the / into the sniper crosshair ) I would say around even you would be able to kill condor easy (I am the one who made him rage quit once but then his challenge made me better, I aint 100% sure he bots though, unless bots suck A lot more than the last one I saw but then I don't think he made a request to be unbanned btw you should change the ban type to a product key code instead of i.p. since that can be worked around easily, shouldn't be too hard.)
