I was thinking the same thing. Is the hit detection larger for a head in a tank than a head on foot?

I don't think so, but whe you are sitting in a tank, it pretty much eliminates the bottom half of the spartan, leaving the more 'vital' areas more prone to being shot. And unlike being on foot where you have to take into effect jumping, crouching, the head of someone in a tank stays in a constant position so the only factor you need to worry about is leading your target.
