• Virginia's constitution has all municipalities incorporated as cities declared "independent cities". This means that they're not under the jurisdiction of a county, but rather themselves.
  • For example, the City of Norfolk is responsible for it's public schools, courts, social services, etc... it does not rely on any county for them because it isn't politically apart of any county.
  • This does not mean however, that independent cities and their neighboring counties can't piggyback off each other. My neighboring County of James City and City of Williamsburg share public schools and court systems together. This is mainly because Williamsburg isn't big enough for placing convenient social services such as public schools, courts, etc. and James City County doesn't have a reliable town to place it's county seat in, so they help each other out by sharing social services together.
  • This concept can come in handy in Virginia during tax season, because residents of independent cities only need to pay taxes to their independent cities. Their city isn't within a county like another city would be in the U.S., which would mean they would also have to pay city and county taxes since they're served by both municipalities.

Wow thanks for the detailed response. In gov't we had to pick a state to do a project on other than Minnesota, so I took the first letter of my name and found a state from there. Also I picked it because it was one of the original 13 cOlonies, and I knew that you'd hav good info lol
