Plato I'd say. When Plato and Aristotle argued, was it not Plato that always won their debates? I can't recall now. I recall Aristotle for having taught Alexander the Great leading up to the Persian War.

Alexander gave the local populations he conquered basically home rule,
the locals could rule their own government,
plus if I'm not mistaken he loved to learn about the cultures he took over
I believe Cyrus was good too, but I know more about Alexander.

Napoleon. The British they don't like to admit they got Napoleon beat Europe in five different coalitions, but Europe always likes to exemplify on his invasion of Russia as well as his abdication. Which Caesar are you referring to? There are multiple.

It' hard. From Western values approach one chooses to Nicolas. Due to the rejection of communism and nostalgia for the kings. I see sometimes as a decadent person, and the other as a raptor does ensure that their nation is the most powerful. The end justifies the means. there I choose to Stalin.
